Fred M. Carmichael

Mr. Carmichael was born in New Bern, North Carolina on March 2, 1937. He was admitted to the North Carolina and United States District Court bars in 1965. He received his undergraduate degree from Wake Forest University in 1959 and his law degree from the University of North Carolina at Chapel Hill in 1965. Prior to attending law school, he served as a lieutenant in the United States Army, North Atlantic Treaty Organization in Europe where he served in the 35th Armored Calvary Battalion, 4th Armored Division. Mr. Carmichael is admitted to practice in the North Carolina Supreme Court, United States District Court, Eastern District; Fourth Circuit Court of Appeals and U.S. Supreme Court. He is a member of the Health Law Section of the North Carolina State Bar, American Health Lawyers Association, American Bar Association, Health Law Section. His practice experience includes extensive work with real and commercial real estate transactions, corporate and business transactions, health care law and related matters. He also advises local government and municipal clients, including the Coastal Regional Solid Waste Management Authority, a three party partnership between Craven, Pamlico and Carteret Counties in North Carolina. He has been counsel to the Issuer in the Craven County Finance Corporation $4,000,000 Municipal Revenue Bonds; Craven Regional Medical Authority $46,000,000 Insured Healthcare Facilities Revenue Bonds; Coastal Regional Solid Waste Management Authority $27,000,000 Solid Waste System Revenue Bonds; Counsel to the Seller in a merger between Maola Milk and Ice Cream Company and Maryland/Virginia Milk Producers Association.

Mr. Carmichael also served as counsel to the issuer in the $55,127,000 first phase development of a $125,000,000 Healthcare Revenue Bond issued by the Onslow County Hospital Authority and insured by the United States Department of Housing and Urban Development.

His hospital clients in eastern North Carolina include Craven Regional Medical Authority and its subsidiary Craven Regional Medical Center, Onslow County Hospital Authority and its subsidiary Onslow Memorial Hospital, Beaufort Regional Medical Authority and its subsidiary Beaufort County Hospital and Pungo District Hospital. He formed most of the organizational and operational documents for these entities.

Mr. Carmichael is supported and assisted in work other than real estate by Ms. Jan Haddock, an experienced member of the paralegal staff.
